Skuttle was designed to be the mascot of a store called "One Up" in Japan, and coincidentally it is a place where a lot of TOUMA fans meet. TOUMA's brief from One Up was to design a new monster that was a combination of a turtle and a skeleton. TOUMA designed Skuttle to have a unique design feature where its neck could be shortened or lengthened.
